Article 163 provides for Council of Ministers with CM to aid and advise the Governor, except in matters where the Governor is required to exercise discretion.

Article 200 deals with assent to bills passed by state legislature. Governor can give assent, withhold, or reserve for President’s consideration.

In Nabam Rebia (2016) and Shamsher Singh, SC ruled discretionary powers under Art 163 are limited and not arbitrary.
